To see which programs on your computer are sending/receiving data, use SysInternals TCPView. It will show you every program that is currently using bandwidth, and how much.
If there are multiple computers on the network and you don't know which one is using all the bandwidth, some firewalls can show you connection details. In my case, use the WatchGuard System Manager's HostWatch tool to see the bandwidth used by each computer.
