Reset the Windows Offline Files (Sync Center) database and cache
Date Added: 2/9/2022

Method 1:
Delete the contents of this folder: %windir%\CSC
Then, re-run the sync.

Method 2:
Create a DWORD entry named "FormatDatabase" with value "1" in this key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Csc\Parameters
When you reboot the computer, that value should automatically get deleted by Windows.


OTHER, WRONG INSTRUCTIONS:
The Microsoft website says to put the "FormatDatabase" value here:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\NetCache
But, when I did that and rebooted, the value remained there.  It was not automatically deleted by Windows during the reboot.  So I believe this is the wrong location.
